As of today, December 18th 2017, you have to apply via Dubai Police APP (NOTE APP, not never online or website). This is from experience.

The process has changed as of 1st of November 2017.
You now need to complete the Police section online via Dubai Police website, under lost items, for 70aed.
The rest of the process hasn’t changed.
